Mr. Rock has served as President and General Counsel to a national technology and specialty engineering and program management firm providing asset management services for over 150 Million square of buildings for General Motors Corporation, Ford Motor Company and other national manufacturing organizations.

  • Designed and developed program asset management system involving computer forecasting based on life cycle cost models to establish capital and maintenance budgets. 
  • Responsible for design and implementation of software applications for administration of construction  programs involving simultaneous pre-qualification, bidding and contract negotiation with multiple designers, contractors and site quality assurance firms for 90 project sites on an annual cycle and budgets in excess of $500M.
  • Developed Performance Warranty program for roofing membrane material manufacturers, installation contractors, designers and owners in matters dealing with defective material/workmanship and performance for industrial roofing projects.  
  • Drafted and negotiated Teaming and Joint Venture Agreements with national engineering and construction firms.
  • Applied for and prosecuted Patents and Trademarks for proprietary software and business models for Asset Management Program.
  • Designed and Developed Performance Metrics and Process Definition for firm's interaction with its customers, architects, contractors and quality assurance firms in executing project activity.

Mr. Rock has served as Vice-president and General Counsel for nationally ranked construction industry equipment rental supplier.

  • Designed and implemented ISO 9001:2000 Certification, and operated as an Internal Auditor.
  • Developed record keeping and data collection procedures to document  in-service statistics and energy savings utilizing computer controls and remote monitoring using cellular transmission and the internet.  
  • Developed Risk Management and Contracting Standards.
  • Negotiated long term logistics and support agreements with Nuclear Power Utility.
  • Responsible for labor relations and collective bargaining.

RAYFRAN, Inc., Farmington Hills, MI

Mr. Rock was an investor, director and general counsel for a high tech electronics design and manufacturing business focused on the machine vision and manufacturing controls markets.  Mr. Rock was responsible for venture fund raising and banking relations.
